新西兰坎特伯雷大学副校长 斯蒂夫·维伍尔

我非常高兴代表新西兰的坎特伯雷大学参加今天的论坛。我是一位地球物理学家。我所在的城市最近遭遇了7.1级地震,但是我们两周之内就进行了重建。我们大学的建筑都没有受到任何损坏。这表明我们的工作环境是非常安全的。东南亚的很多国家都受到地震的困扰,新西兰也是这样。

请大家看幻灯片。左边是我校的建筑,右边是基督城的地图。我们看到,新西兰跟东南亚十分接近。新西兰已经意识到高等教育合作的重要性,我们有必要与东亚的邻国进行合作。我们也是东亚峰会的成员国,并签署了合作协议。

大学在科研方面具有非常重要的职能。新西兰的大学现在与各国的合作都是丰富多彩的。我们跟中国的大学就签署了20多项协议。本次会议期间我还将代表坎特伯雷大学与另外两位副校长签署合作协议,并在会后到北京、上海、武汉等地参观访问,进一步加强与他们的合作。我们认为,我们应该加强与东亚峰会其他成员国之间的合作。

来自东亚峰会成员国的10000多名学生在新西兰学习。新西兰有8所大学,有7000名博士生,其中差不多35%是国际学生。其中绝大多数是来自东亚峰会成员国的学生。坎特伯雷大学的博士生培养名额,今后要扩增500名。我们现在正在投资奥运新人项目,进行新兴人才的培养。我们还将投资500万美元进行基础设施建设。我们将开展师资交流,实施联合办学和联合督导项目。我本人在印尼的大学担任博士生导师,我自己也在加强这方面的合作和交流。我认为非常有必要和东亚峰会的成员国进行交流和合作。我们组建了非常有效的合作平台。2009年,我们在坎特伯雷大学与武汉科技学院联合筹建了一个孔子学院,并于去年正式挂牌成立。

新西兰将进一步加强与东亚成员国在高等教育方面的合作,加强联合办学,加强我们的互信和相互的理解。

Speech Notes for East Asia Summit Higher Education Forum

I wish to thank Ms.Zhang Xiuqin,Director-General of the Chinese Ministry of Education,for inviting the University of Canterbury as the leading representative of New Zealand's universities at this Forum.It is an honour to attend.(Slide 1 UCMace)

The University of Canterbury is in the City of Christchurch,and many of you will know that on September the 4th we were rocked by a Magnitude 7.1 earthquake centred only 40 kmaway.Being a geologistmyself,I ampleased to report that the university resumed full operations within 2 weeks of the earthquake.There were no injuries to staff or students and there was no significant damage to our modern,well-engineered buildings.The earthquake confirmed that we have a very safe working environment.We share this experience with many of our neighbours in East Asia who will be familiar with earthquakes and other natural hazards(Slide 2 NZ and Christchurch).(www.xing528.com)

New Zealand recognises the economic importance of collaboration and partnership with its neighbours in East Asia.This is reflected by New Zealand being the first OECD country to sign a Free Trade Agreement with China.

Our universities have a key role to play through research and teaching connections with East Asia countries.NZ universities already have a wide range of exchanges and collaborations in place includingmore than 120 agreements with Chinese universities.

After I attend this forum,I will join a teamof colleagues fromthe Univer-sity ofCanterbury,including two Vice-Presidents,thatwill visitmore than 10 universities and institutes in Beijing,Xian,Wuhan and Shanghai to strengthen our collaborations with themand to talk to prospective PhDstudents.

New Zealand wishes to strengthen and extend its relationships with all East Asia countries.At present~10,000 students fromEAS countries are studying in NZ universities(Slide 3 EAS students in NZ).

NewZealand's 8 universities have at present about 7000 PhD students–about 35%of these are international students.New Zealand has a capacity to take an additional 3000 PhD students–most of these will be international students fromEast Asia Summit countries.(Slide 4 PhDstudents in NZ).My own institution,the University of Canterbury,has a policy to increase the number of PhDstudents by 500 over the next few years and we have just started a$500Mbuilding programme to improve university facilities.

PhDstudents are particularly importantbecause they often involve joint supervision and lead to staff exchange and collaborative research between countries.I have supervised PhD students fromChina,Indonesia and the Philippines and in each case strong and continuing research ties resulted.

The University of Canterbury recognises the importance of cooperation with its counterparts in East Asia and the network of the 16 countries of the East Asia Summit provides a very effective platform.

As an example of our commitment,in 2009 we opened at the University of Canterbury,a Confucius Institute,in partnership with Huazhong University of Science&Technology,Wuhan.(Slide 5 Confucius Institute opening).My colleague,Dr AdamLam,the Director of the Confucius Institute,is here at this Forum.

In NewZealand we are committed to closer cooperation in Higher Education and Research with the countries of East Asia for mutual economic advantage and increased cultural awareness and understanding.

斯蒂夫·维伍尔,博士,教授。新西兰坎特伯雷大学副校长(分管研究),并当选为该校理事会成员。曾任地质科学系主任及研究生院院长。维伍尔教授曾取得伦敦大学哲学博士学位以及伯明翰大学理学博士学位,现任新西兰皇家学会研究员,新西兰化学研究所研究员以及伦敦地质学会会员,并发表了大量专著。主要研究新西兰、南极洲和东非地质。
