2010年10月14～15日，由中国教育部和云南省政府主办，云南省教育厅和云南大学承办的“东亚峰会高等教育合作论坛”在昆明顺利召开并取得了圆满成功。本次论坛是落实2009年10月温家宝总理在“第四届东亚峰会”提出的倡议的具体行动，是首次在东亚峰会框架下搭建多边教育交流合作平台的新尝试。包括中国、文莱、柬埔寨、印度尼西亚、老挝、马来西亚、缅甸、菲律宾、新加坡、泰国、澳大利亚、印度、日本、韩国、新西兰在内的15个东亚峰会成员国的教育官员、大学校长、驻华使节等与会代表共150余人出席了论坛，共签署20份校际合作协议。
本次论坛旨在通过东亚峰会框架下各国政府部门和高等教育机构的参与，探索开展高等教育合作的重点领域和有效途径，推进东亚区域内高等教育合作行动框架与合作机制的构建。东亚峰会各成员国教育部官员和大学校长共同围绕“东亚峰会框架下的高等教育合作与发展”进行了专题发言和深入探讨，达成了六点共识:
(1)倡议搭建东亚峰会框架下教育交流与合作的稳定平台，完善交流与合作机制，加强教育高层对话，促进和推动东亚峰会各成员国在教育领域的合作。
(2)倡议建立东亚峰会框架下的大学校长机制化交流平台，加强高校间交流与互访，提高教育质量和现代化水平，联合培养硕士和博士，推动高校间实质性的人才培养和科研合作。
(3)倡议扩大开放，深化合作，相互增设奖学金，增加教育资源和受教育机会，加强区域经济发展和创新型人才培养，促进国际学生流动和高水平留学生教育的发展。
(4)倡议进一步推进东亚峰会各成员国之间的学历学位互认，高校间的学分转移和互认。尽力降低区域内国家之间学生流动的障碍，提高区域内高等教育在全世界范围内的吸引力。
(5)倡议各国政府加强在人力资源培训方面的合作，充分发挥各自比较优势，设置相应培训项目，促进人力资源素质的共同提高。
(6)倡议加强各成员国之间青年的人文交流活动，促进相互了解，深化传统友谊，夯实民意基础。
所有与会代表对中国政府首倡召开“东亚峰会高等教育合作论坛”表示赞赏，对主办方与承办方为组织和召开本次论坛所作的努力表示感谢。

Minutes of East Asia Summit Higher Education Cooperation Forum
Co-hosted by the Ministry of Education of the People's Republic ofChina and the People'sGovernmentof Yunnan Province，the East Asia Summit Higher Education Cooperation Forumwas jointly organized by Yunnan Provincial Department of Education and Yunnan University and held successfully fromOctober 14 to 15，2010 in Kunming.The Forumwas a follow-up action to the proposal by Chinese PremierWen Jiabao at the 4th East Asia Summit in 2009，as well as the first attempt on multilateral education exchanges and cooperation within the EAS framework.The Forumwas attended by more than 150 participants fromChina，Brunei，Cambodia，Indonesia，Laos，Malaysia，Myanmar，the Philippines，Singapore，Thailand，Australia，India，Japan，Korea，and New Zealand.The participants included education officials，university presidents as well as diplomatic envoys to China from15 member states of the EAS. During the Forum，20 intercollegiate agreements have been inked.(www.xing528.com)
With the participation of authorities and higher education institutions from the member states of the EAS，the Forummade an attempt to find priority areas and effective approaches to higher education cooperation and facilitate the establishment of a higher education action framework and cooperative mechanismin the region within the EAS framework.Education officials and university presidents fromthemember states of the EAS，focusing on the topic of“Higher Education Cooperation and Development within the East Asia Summit Framework”，had intense discussions and finally agreed on six points of consensus as follows:
1.Establish a regular platform for education exchanges and cooperation within the EAS framework，better the mechanism for education exchanges and cooperation，strengthen high-ranking contacts of education and facilitate edu-cation cooperation among the EAS members.
2.Establish an institutionalized platformwithin the EAS framework for dialogue and communication among university presidents so as to intensify exchanges and visits among colleges and universities.Improve and modernize quality education，and substantively facilitate personnel training and scientific research cooperation among higher education institutions by jointly cultivating masters and doctors.
3.Widen opening up and deepen cooperation by increasing scholarships and education resources and improving access to education.Strengthen regional economic development and the cultivation of creative talents，and facilitate the mobility of international students and the development of high-level international education.
4.Further the mutual recognition of academic degrees and qualifications，and credit transfer and mutual recognition of credits among higher education institutions within the member states of the EAS.Strive to reduce the barriers against themobility of students among these countries and boost the appeal of the higher education of this region to the whole world.
5.Strengthen cooperation among relevant governments in human resources training for common progress in human resources quality improvement by complementing each other and establishing various training programs.
6.Enhance cultural exchanges among the youth within the member states of the EAS for a better mutual understanding，closer traditional friendship and stronger people-to-people communication.
All participants appreciated the ground-breaking initiative made by the Chinese government to hold this“East Asia Summit Higher Education Cooperation Forum”and thanked the hosts and organizers for their efforts in organizing and holding this forum.
