An emerging HQs plus operation system
2016年，中国南方航空股份有限公司（简称“南航”）在双流注册成立南航四川分公司，代表着双流迎来第八家基地航空公司，也标志着国内“三大航企”（国航、东航、南航）全部入驻双流。2018年，中国商飞大飞机示范产业园正式揭牌并开园运营，这是国内首家定位为国产商用飞机规模化运营和产业化孵化的航空产业园。
2019年，双流迎来了第九家基地航空公司——长龙航空西南分公司，这是长龙航空在全国首次设立分公司。落户双流之后，长龙航空与双流区国资金融局旗下的四川空港发展集团共同出资建设了第一家“双流自己的航空公司”——四川双龙航空有限公司。
目前，双流已落户69家航空公司（包括外航34家）、9家基地航空公司，执管飞机377架，并聚集了省机场集团、中商飞、中航油等45家运营服务企业，及民航西南管理局、西南空管局等20余家驻场单位。
伴随着航空运营等航空产业的蓬勃发展，双流引进了一大批具有临空需求的世界500强、中国500强企业设立全国或区域总部及研发、运营、结算、展示中心。其中包括四川通用航空总部项目、中交天航局西南区域总部项目、澳康达西南中心项目等。
注：《成都市双流区促进航空经济高质量发展的支持政策》中便明确表示：“鼓励航空公司在双流设立子公司、分公司，按照注册飞机数量给予开办补贴。注册飞机3架的给予100万元开办补贴；超过3架的注册飞机按40万元/架给予基地航空公司叠加奖励，累计不超过500万元。”
Shuangliu has seen 69 airlines（including 34 foreign airlines） and nine resident airlines set up off ices here, controlling 377 airplanes. There is a cluster of 45 operation serv ice p rov iders includ ing Sichuan Prov ince A irpo rt G roup, Comm ercial A irc raft Co rpo ration of Ch ina, L td.（COMAC） and China National Aviation Fuel Group Lim ited（CNAF）. As aviation industries including aviation operation thrived, Shuangliu has attracted many Fortune 500 and China’s Top 500 com panies w ith aviation-related needs to establish national or regional headquarters（HQs） and R&D, operation, settlement and display centers here. These projects include Sichuan General Aviation Headquarters, the Southwest Regional Headquarters of CCCC Tianjin Dredging Co., Ltd. and AKD Southwest Center.
Note: The Supporting Po licies of Shuang liu District, Chengdu City for Promoting the Highqua lity Development of Aviation Econom y explicitly stipulates: “A irlines are encouraged to establish subsidiaries and branches in Shuangliu. For those who do so, prelim inary expenses w ill be subsidized depending on the f leet size registered. For an airline w ith three registered airplanes, a subsidy of 1 m illion yuan w ill be granted. For a resident airline w ith m ore than three registered airplanes, a subsidy of 400,000 yuan per airplane w ill be granted on an additive basis, w ith a cumulative subsidy up to 5 m illion yuan.”
