各位教育部长代表们,大学校长、副校长们,各位尊贵的来宾,女士们、先生们:

大家上午好!

直到今天为止,清迈大学在“10+6”的框架中,与东亚的其他成员国签署了很多教育合作协议,以支持高等教育和师生在本区域中的流动。我们还有一个泰国国际合作开发机构,该机构全力资助清迈大学在大湄公河次区域内进行交流和合作,如与老挝国立大学2009—2015年的合作项目。在2010—2012年期间,还有3个项目是与泰国的苏南塔皇家大学一起合作开展的。另外跟越南、柬埔寨也有各种各样的合作项目,包括食品加工、人力资源等可持续发展的学科。同时,清迈大学还积极鼓励我们的学生和海外的学生进行互换交流。2009年,我们的交流人数持续增长,有将近250名学生从10余个国家来到清迈大学学习,也有50名清迈大学的学生赴海外10所先进大学进修深造,从而让他们开扩了视野,具有国际化的理念。

另外,我们还有一些支持师生海外交流的项目,包括亚太地区大学流动性项目,东盟大学联盟,亚洲农业大学联盟协会,大湄公河次区域国际师生交流、农业科学研究中心等等。这里面包括本科以及研究生的一些学科,涉及机械工程、地球物理学、石油地理科学等等。

自1994年以来,清迈大学和日本三重大学、江苏科技大学共同成立了一个三方大学联合研讨会机制,由我们三所高校轮执主持研讨会,给我们年轻的科学家和学生提供一个非常难得的机会,就全球的热点问题分享他们的经验。2010年的11月10~13日,清迈大学将举办第17届三方大学联合研讨会,这次的课题是“促进亚洲在可持续发展方面的作用”,来自中国、日本、印尼、越南、孟加拉和泰国的13所大学的师生报名参加此次研讨会。

另外,清迈大学成立了三个海外教育研究中心,它们分别位于云南师范大学、河内农业大学和皇家艺术学院。此外我们在云南师范大学和成都大学还建立了泰语研究中心,下一个中心即将在温州医学院成立。清迈大学还成立了孔子学院,开设了中文课程和传播中国文化,为很多在泰国北部教授汉语的中学和大学教师提供培训。清迈大学和澳大利亚新南威尔士大学在材料科学、农业水利、生物材料、电子化学等方面也有合作科研项目,以后我们希望建立联合的学位培养项目。

清迈大学作为一个本土大学,我们会继续开发教育和学习项目,以便建立一个跨学科的符合国际标准的教育模式,培养一批高质量的具有优良学术背景的研究生。我们希望在“10+6”的框架之中能够达成更多的合作办学项目和协议。这样能够使我们以及我们的合作伙伴大学能够实现可持续发展,有效地开展我们的合作项目。

Cooperation and Development of Higher

Education within the East Asia Summit Framework

Directors General and representatives fromthe Ministry of Education from 10+6 East Asia countries;

Presidents and Rectors from10+6 Universities in East Asia;

Vice Presidents and Vice Rectors from10+6 Universities in East Asia;

Honorary guests,ladies and gentlemen;

Until today,Chiang Mai University has undertaken more than 150 academic projects in collaboration with numerous institutions around the world. The range of collaboration encompasses research,teaching,curricula development,joint degree programs,short training courses and seminars,and,certainly,international conferences and symposia.

Within the context of the 10+6 Framework,Chiang MaiUniversity managesmany collaborative projects to support higher education of students and increase staffmobility in the region.Thesemeasures have included so far the development of quality assurance and credit transfer systems,qualifications frameworks leading tomutual degree recognition,as well as exchange,joint research and scholarship programs.These projects have been supported by 10+6 governments,international organizations or the University itself.The Thailand International Development Cooperation Agency(TICA)approved funds forChiang Mai University to undertake projects covering the Development of the International Master's Programin DevelopmentStudies at the National University of Laos in Vientiane from2009—2015.Also,during the period 2010—2012 three projects were undertaken atSouphanouvong University which are(1)Development of Food Processing Curriculum for Bachelor's degree level.(2) Development of a Souphanouvong University library.(3)Human Resources Development.

In order to warrant sustainability of all the projects justmentioned,various activities were initiated,such as curriculum development,organizing joint workshops within the frame of university partnership arrangements,provision of scholarships at the level of Master's and Doctoral degree,making expertise available for these programs,arranging training programs for those in charge,purchasing books and the creation of a database systemincluding the establishment of relevant ICT for the Library.

In addition,Chiang Mai University has been providing directly scholarships to staff fromthe Royal University of Fine Arts in PhnomPenh and Suphanouvong University in Luang Prabang to study Master's degree atChiang MaiUniversity in the field of Architecture,along with the provision of some 100 computers to the National University of Laos,Souphanouvong University,and the Department of Information and Culture in Luang Prabang,since 2004.We continue to support its Faculty of Business Administration to undertake academic services programs to provide advice for curriculumdevelopment including collaboration to develop business-related research projects with Souphanouvong University.With Indonesia we have an arrangement for a double degree programat Master's level in Biotechnology with Brawijaya University.

As I speak,more than 100 staff and students from10+6 East Asia Countries are studying Master's and Doctoral degree at Chiang Mai University.We actively encourage interaction between our own students and those fromover-seas.In 2009,the student exchange programs enabled almost 250 students to travel frommore than 10 countries to study at Chiang Mai University.Participants in these programs have proven to make valuable contributions to the University community,affording a global outlook in both academic and social contexts.These programs also warrant that those studying atChiang MaiUniversity obtain qualifications comparable with some of the world's leading institutions. The number of Chiang Mai University students involved in exchange programs abroad is continuously increasing.In 2009 alone,more than 50 Chiang Mai University students left Thailand to study at10 overseas universities.Other initiatives that support students and staff exchange overseas include:(www.xing528.com)

* Faculty and Student Exchange Programs between Thailand and neighboring countries(e.g.the so-called Greater Mekong Subregion Program)

* University Mobility in Asia and Pacific(also called UMAP)which includes credit transfer systems.The programs involved are:Bachelor of Science in Software Engineering,Bachelor of Engineering in Mechanical Engineering,Master of Science in Biomedical Engineering,Master of Science in Environmental Science,Master of Science in Applied Geophysics,and Master of Science in PetroleumGeoscience.

Chiang MaiUniversity,Mie University fromJapan,and Jiangsu University of Science and Technology have been organizing the so-called Tri-University International Joint Seminar and Symposiumsince 1994.Each university takes turns to be the host of this annual event.The event offers young scientists and students a unique opportunity to update their knowledge on experience with the global issues of the theme.Due to its popularity,other universities intend to participate as well.In 2010,during November 10th—13th,Chiang Mai University will host the 17th Tri-University International Joint Seminar and Symposiumunder the title“The Role of Asia in Communities and Sustainable Development”.Students and staff from13 universities fromJapan,China,Indo-nesia,Vietnam,Bangladesh and Thailand are now registering to attend.

Chiang Mai University,Mie University and Kagawa University fromJapan have been organizing the so-called Educational Research Exchange JointSymposium(EDUREJS)which started in 2007.This yearly event encourages staff and students of the three aforementioned universities to exchange both academic and research knowledge,as well as to intensify research collaboration.Each university takes turns to be the host.

The Regional Center for Sustainable Development(RCSD)of Chiang Mai University grants yearly scholarships for Vietnam,Cambodia and China to participate in an international Master's degree programon Sustainable Development.The Center also enables staff in the Greater Mekong Subregion to conduct research,including joint research,with staff of Chiang Mai University.

In addition,Chiang MaiUniversity is playing a significant role internationally,pursuant to its goals to become a“University of Excellence”and become a Higher Learning Hub for the Greater Mekong Sub-region.This has meanwhile resulted in the signing of memoranda of understanding with various universities in the Greater Mekong Sub region,and examples are:

Three Chiang MaiUniversity Education and Research Coordination Centers at Yunnan Normal University,its Royal University of Fine Arts,and Hanoi Agriculture University.The next such centre will be setup atSouphanouvong University,Luang Prabang.The aimof these centers is to disseminate information on Chiang Mai University and to encourage students and staff fromthose countries to continue their study atChiang MaiUniversity with the possibility of conducting joint research.

Chiang MaiUniversity will continue to give significant priority to friendship and collaboration arrangements with countries of the Greater Mekong Subregion in order to promote cultural understanding among all people in the GMS.More in particular,two Chiang Mai University Thai Language and Cultural Centerswere established at Yunnan Normal University and Chengdu University,while the next center will be at theWenzhou Medical College.Continuously professors fromChiang Mai University visit these centers to teach Thai and arrange activities.This project is supported by the Office of Commission on Higher Education of Thailand.Lastly,Chiang Mai University is one of the most effective universities with a Confucius Institute offering language courses and distributing information on Chinese culture.As of today a number of secondary teachers and university professors who teach Chinese in Northern Thailand have been receiving training.

As recently as September 18th 2008,Chiang Mai University organized the 1st International Conference on Academic Strengthening and International Collaboration among Universities in the GMS,attended by 7 universities from5 GMS countries.The objectives of the conference were to discuss and exchange ideas about the promotion of academic cooperation between the respective university administrations in order to determine ways and means to build up cooperation,as well as to establish a GMS University Network for International Cooperation,also shortened to GMS-UNIC.

Chiang Mai University and the University of NewSouthWales in Australia conduct joint research in the field of Material Science,along with other research in such fields asWater Management in agricultural environments,Environmentalmanagement of forest burning,Dengue fever,Biomedicalmaterials,and Electroceramics.In the near future,we do hope to have joint degree programs as well.

We at Chiang Mai University continue to pay attention to establishing a sustained research institute.To this effect the university has already set up a working mechanism to stimulate quality research production in all fields of study.A research atmosphere has been established by organizing academic events in order to encourage researchers to produce and publish more academicworks on a continuing basis,ever since 2005.As you may be aware,a“CMU Golden Elephant Award”is given to honor those persons who produced excellent research results.

It is clear that our university,as a local university,will continue to develop its teaching and learning programs in order to be able to offer access to an international standard ofmultidisciplinary education,and to produce graduates with academic excellence and quality at world standards.In other words,our challenge is to become a“University of Excellence”.

In ending,we atChiang MaiUniversity look forward to entering intomutual collaboration arrangements with 10+6 governments and international organizations,which would enable us and our partner universities to manage our activities effectively and sustainably.

彭音·拉卡利亚桑,泰国清迈大学社会科学学院地理系教授,清迈大学分管教学的副校长。

教育背景:

1974年,泰国清迈大学土木专业工学学士。

1976年,泰国清迈大学地理学,理学学士。

1978年,荷兰恩斯赫德国际地理信息科学与地球观测学院摄影测量学硕士。

1984年,法国保罗沙巴岛大学遥感专业博士

工作经历:

1976年起,任清迈大学地理系教师、社会科学院院长、地理信息与空间技术开发中心(北部地区)主任、教务副校长,兼任泰国国家研究委员会成员。
